2022 MOE-NIE-SEAB-SCCL Sharing Forum
The annual "MOE-NIE-SEAB-SCCL Sharing Forum" was held online on 18 July 2022, the theme of which is "Translanguaging: Using Language Resources to Enhance Chinese Language Teaching and Learning in Singapore".
85 participants attended this sharing forum, including curriculum specialists, academicians, researchers and Master Teachers from Ministry of Education (MOE), National Institute of Education (NIE), Singapore Examinations and Assessment Board (SEAB) and Singapore Centre for Chinese Language (SCCL). The participants exchanged their views on the status quo of the practice of translanguaging in language teaching at home and abroad and explored the possibility of applying translanguaging in Chinese language teaching in Singapore.
Dr Foo Suan Fong, Director of SCCL, said in his opening speech that translanguaging has drawn more and more attention. Although it is a common phenomenon in informal social settings in Singapore, it is a question worth study and discussion whether translanguaging is a suitable means of teaching in Singapore Chinese language classrooms.
Key highlights at this year's forum were speeches presented by the guest speakers, Dr Angel M.Y. Lin, Professor from Simon Fraser University on "Pedagogical Translanguaging: Using the MEC to Plan a Unit of Work in Content-Based Language Education", Dr Sun He, Education Research Scientist from NIE on "The Implications of Harmonious Bilingualism for Singapore Children's Language and Social Emotional Development", Dr Fong Yeow Wah, Lead Specialist from CPDD, MOE on "The Application of Translanguaging as a Teaching Strategy in Singapore Chinese Language Classes and its Challenges", and Mr Molby Low, Creative Director from Wawa Pictures on "Encourage Singapore Students Using More Chinese in Bilingual Context by Pop Culture".
Mr Tan Yee Kan, Deputy Director of Assessment Planning and Development, SEAB, in his closing address, suggested that it is time to reconsider the top-level design of Singapore language teaching in order to match the language learning needs in the next five to ten years. To this end, extensive and in-depth research in this area should be conducted.
