Rules and Regulations


1. Competition Objectives

The "2026 National Vlog Competition for Singapore Primary School Students" is organised with the aim to improve the oral expression ability of primary school students and encourage students to develop a spirit of collaboration and a love for the Chinese Language. 
 

2. Contest Theme

The theme this year is "Bring Textbook Characters to Life…".
 

3. Participants and Team Formation Guidelines

3.1 This activity is open to primary school students from Primary 3 to 6.

3.2 Each team is limited to 2 to 4 members and registration is divided into three categories:

Category Level
A Primary 3 to 4
B Primary 5 to 6

 

3.3 Teams must register under the category corresponding to the highest-level student in the team.

3.4 Each team is limited to submit one video entry and each student can only appear in one video.

3.5 All participating teams should mainly consist of Singapore Citizens. Each team is allowed a maximum of one Singapore Permanent Resident or Non-Citizen.
 

4. Originality and Copyright of Participating Entries

4.1 Participating entries must be original videos co-created by participating students.

4.2 Participating entries must not involve or infringe the copyrights of third parties.

4.3 For more details, please refer to the "Statement of Copyright Authorization and Other Terms" in the Rules and Regulations.
 

Guidelines on the Use of Generative Artificial Intelligence (AI)

4.4 If a submitted work uses generative artificial intelligence tools (including but not limited to ChatGPT, Midjourney, Sora, etc.) at any stage of ideation, content generation, or image, audio, or video production, the participant must clearly declare the use of such AI tools when submitting the work, either in the registration form or in the submission notes.
 

4.5 Participants must also clearly and legibly acknowledge the generative artificial intelligence tools used, as well as their main purposes, in the end credits of the short video. For example: "Some images were generated by Midjourney" or "The initial script draft was assisted by ChatGPT."
 

4.6  Any work that fails to truthfully declare or acknowledge the use of generative artificial intelligence in accordance with the above requirements, once discovered, may be disqualified in part or in full from participation and/or from receiving awards.
 

4.7 The organiser encourages participants to use generative artificial intelligence as a supportive creative tool; however, the core ideas, content conception, and expression of the work must reflect the participant's independent thinking and original effort..
 

5. Requirements

5.1 The theme of the competition this year is "Bring Textbook Characters to Life…".

5.2 Language: Chinese (Title, video synopsis, dialogues and subtitles, both spoken and typewritten, must be in Chinese).

5.3 Video:

  • The video must be in high-definition MP4;
  • The duration within 3 minutes; and
  • Entries must be uploaded to YouTube as an unlisted video.
  • The video file size must not exceed 250MB and will only be requested for winning entries. .

Entries that exceed a duration of 3 minutes or have a file size exceeding 250MB will be disqualified from the competition.

6. Selection and Judging Criteria:

Thematic content and creativity 40%
  • Theme is clear.
  • Video creation is original and contains lively dialogues in Chinese.
  • Content is rich, creative and age appropriate.
Linguistic expression 40%
  • Standard Chinese Language is used in both speech and text.
  • Words chosen are vivid and emotive; aural expression is clear, loud, fluent and natural.
Video filming 10%
  • Video playback is smooth, clear and complete.
  • Filming stability is high.
Video post-production 10%
  • Includes Chinese subtitles.
  • Uses sound effects, background music, and special effects appropriately.
  • Audio is clear and voice is synchronized.
  • Transitions and special effects are creative.
  • Video colour is good.


 

7. Awards

7.1 For each category:

  • Champion
  • 1st Runner-up
  • 2nd Runner-up
  • Commendation Awards (5 awards)
  • Encouragement Award (3 awards)

7.2 Best Participation Award: The school with the most entries will receive a certificate and trophy.
 

8. Competition and Related Activities Schedule

Results Release:Mid – End July 2026

Competition Launch Date: 27 February 2026 (Friday)
Registration Deadline For Online Briefing and Speakers' Session: 27 March 2026 (Friday), 5pm
Late registrations will strictly not be accepted.
Online Briefing and Speakers' Session: 15 April 2026 (Wednesday), 2.30pm - 5pm
Deadline for Entries Submission: 26 June 2026 (Friday), 5pm
Late submissions will strictly not be accepted.
Results Release: Mid – End July 2026
Prize Presentation Ceremony: 28 August 2024 (Friday)

10. Registration Form and Submission Deadline

Each participating team is required to submit the following:

   a. Completed registration form
   b. Video link for the competition (YouTube unlisted link in the registration form)

Prior to the submission of the entry, the teacher-in-charge should ensure that:

  • The approval of the Principal to participate in the competition has been obtained;
  • The entry complies to the guidelines regarding the formation of the participating team;
  • A video synopsis (in Chinese) of no more than 50 words has been included;
  • The consent of the parents/guardians for all children appearing in the videos has been obtained through their completed and signed PDPA consent forms.

    For reference, a PDPA parental/guardian consent form template is provided in the Competition Notice to support participating schools in fulfilling their personal data protection obligations.

    Individual consent forms are not required to be submitted at the point of registration. However, participating schools are expected to retain the relevant documentation and provide it upon request by the organiser, where necessary for the submission of winning entries, publicity or marketing use, or for administrative and record-keeping purposes.

  • The entry to be submitted meets all requirements set out in Clause 5. 

11. Copyright License and Other Terms and Conditions

11.1 Definition
"Organiser(s)" refers collectively to the Main Organiser, Co-organisers, Supporting Organisations, and any parties authorised by them for the administration, promotion, and delivery of the Competition.

11.2 Originality of Entries
All entries submitted must be original works, free from plagiarism, and must not have been previously published within or outside Singapore. Any copying, unauthorised use, manipulation, or infringement of intellectual property rights discovered or reported will result in immediate disqualification. The participant concerned shall bear full legal responsibility for any such infringement.

11.3 Retention of Entries
Participants are advised to retain copies of their submissions. All entries submitted for the Competition will not be returned.

11.4 Intellectual Property Rights
(a) The Organiser(s) shall jointly own all intellectual property rights in the final output of the Competition as a whole (excluding individual submissions).
(b) All intellectual property rights in individual submissions (including student entries) shall remain vested in the respective participants.
(c) By submitting an entry, participants grant the Organiser(s) a perpetual, worldwide, royalty-free, non-exclusive licence to use, reproduce, adapt, publish, display, and distribute their submissions (in whole or in part) for publicity, educational, archival, and promotional purposes in connection with the Competition, across all media platforms.

11.5 Personal Data Protection
By participating in the Competition, participants consent to the collection, use, disclosure, and processing of their personal data by the Organiser(s) for purposes relating to the administration, promotion, and conduct of the Competition, in accordance with applicable data protection laws.

11.6 Acceptance of Terms
Participation in the Competition constitutes acceptance of all terms and conditions set out by the Organiser(s). Participants are deemed to have read, understood, and agreed to be bound by these terms.

11.7 Amendments
The Organiser(s) reserve the right to update, revise, or amend the Competition guidelines published on the official event website at any time without prior notice.

11.8 Final Decision
The Organiser(s)' decision on all matters relating to the Competition shall be final. No correspondence or appeals will be entertained.

11.9 Right to Modify or Cancel
The Organiser(s) reserve the right to amend, suspend, or cancel the Competition due to unforeseen circumstances or circumstances beyond their reasonable control.
