The appointment ceremony was followed by a keynote speech of Dr Soh on above-level testing in Singapore. In his speech, Dr Soh led an in-depth discussion on the drawbacks of above-level test results, which, as Dr Soh observed, are reliable but not valid. The audience found the speech most inspiring.
